Republican lawyer Thomas Farr played a key role in drafting North Carolina's 2013 voter ID law, which was struck down by a federal court for discriminating against black voters. Next week, the U.S. Senate will vote on Farr's confirmation to be a federal judge, while the North Carolina legislature will begin writing a new voter ID law.
